With the passage of House Bill 2481 in September of 1997, the Texas legislature gave the “faith community” an opportunity to acquire a State recognized Counselor Certification Program through accreditation from a private sector religious body. Because of this action, the American Institute for Christian Education was birthed.

The Christian Institute for Counselor Certification, Inc. is a non-profit religious corporation that operates as a proprietary school under an exemption from The Texas Work-Force Commission. The Christian Institute for Counselor Certification Inc. is the certification entity for the American Institute for Christian Education. Furthermore, the National Christian Counselors Association (NCCA) has recognized the American Institute for Christian Education as an Academic Institution that provides Bachelors, Masters, and PhD programs in Christian Counseling through Emanuel Academy

What is House Bill 2481? It is an act of law that allows "faith-based" substance abuse treatment providers to make application to the Texas Commission on Alcohol and Drug Abuse (TACADA) for an exemption from licensure. Because of House Bill 2481, properly certified Christians may now legally counsel and minister to families with addiction problems, as well as other nagging issues.

"Our training is religious in nature and not subject to licensure or regulation by the State of Texas. It provides non-medical treatment and recovery methods such as prayer, moral guidance, spiritual counseling, and scriptural study"
(This statement required by state law)


Because of this new law the Certified Christian Counselor has an open door to counsel people with all forms of bondage. After all, the only real solution to the horrible bondage of substance abuse, as well as other societal dilemmas, is Jesus Christ. He is the only Help and Hope we have for a changed heart that brings about a changed life! 

Our State (Texas) leadership took the advice of the "Task Force on Faith-Based Community Service Groups," and urged Christians to privately form a certification process whereby we [the training entity] can monitor the best training and performance standards possible. This is our task at the American Institute for Christian Education / Christian Institute for Counselor Certification, Inc..

The American Institute for Christian Education has already provided training to hundreds of students that minister in the following ways: 
     (1) Prison Ministry Volunteers 
     (2) Chaplains
     (3) Parole Officers
     (4) Probation Officers 
     (5) Law Enforcement  Officers
     (6) Emergency Service Personnel
     (7) School Counselors 
     (8) Pastors and Staff

Furthermore, The Institute has certified Professional Counselors such as LPCs, LMFTs, and LCDCs. The American Institute for Christian Education / Christian Institute for Counselor Certification Inc. "Certification Program" has given practical resources and tools to our Christian counselors to go into their own particular ministry with much more confidence!

President George W. Bush
President George W. Bush, when he was Governor of Texas, endorsed the alternative licensure process when he wrote in his classic book, A Charge To Keep …. “I realize that many religious institutions fear involvement with government, because they fear it will compromise their core values and spiritual mission. That’s the reason I support alternative licensing, so effective efforts aren’t buried or compromised by government regulations.”

The State of Texas has given the "faith community" an opportunity for ministry like never before in Texas. It is absolutely essential for the Church, the Body of Christ, to step up to the plate and take advantage of this unprecedented opportunity. The Christian counselor can now minister without fear from the state; in fact, supported by the state! Praise God!!!

Why Certification?
Certification by a well-respected and credentialed entity inspires confidence in the quality of ministry and service an individual is providing.

  • Credentials validate a person's ministry. (We want to "please and serve" God.)

  • Credentials increase confidence and efficiency in the counselor.

  • Credentials demonstrate accountability to the church, state and client.

  • Credentials identify individuals in whom the public can have confidence.

  • Credentials protect against lower standards.

Board Certified
Each level of certification has been approved by the Board of Directors of the Institute for Counselor Certification, Inc. as "Board Certified." This recognition appears on each CERTIFICATE as the student moves through each of the three levels of certification.

"Board Certified" recognition brings a dimension of professionalism and creates accountability to the church, state and the client. Additionally, "Board Certified" builds public trust in Christian Counseling Services offered by the local church.

Who Should Enroll?
Pastors, Church Leaders, Small Group Ministries, Missionaries, and others who feel the calling to develop or enhance a ministry of Christian counseling within the church, non-profit Christian organizations, or for their own personal use with family, friends and co-workers.
